The programme aims to coordinate the SAR Government’s work for the development of the youth, encourage the youth to actively participate in volunteering, help them foster the spirit of “Helping yourself by helping others”, bring the roles of youth associations and civil organisations into full play by working with them to encourage the youth to participate in professional and systematic training programmes, raise the quality and service efficiency of youth volunteers, and promote the physical and mental development of the youth.
